 note = {This study discusses the author's personal plan in the MEXT's contract research project for strengthening English proficiency and instruction of  Japanese teachers of English. The emphasis of this study is placed on the core curriculum for teacher training programs. This is because MEXT needs to establish a new curriculum for English language education from elementary school to high school before 2020 when English education as a regular class subject is introduced to public elementary school nationwide in Japan. This study, therefore, suggests a personal plan for the new curriculum as a core curriculum for teacher training programs from elementary to middle schools. Then at the end of this study, current issues in language policies in Japan are also discussed.},
