二重の意味で外部社会と接合する南阿蘇村\n５．むすび","subitem_description_type":"Other"}]},"item_7_description_4":{"attribute_name":"要約(Abstract)","attribute_value_mlt":[{"subitem_description":"「特定非常災害」に指定された平成28年熊本地震から２年余が経過した。この災害に対して，東日本大震災の経験を踏まえた国は，被災市町村に効果的な災害マネジメントを求めつつ，他方では個別市町村に備わっている行財政的な体力に応じた支援措置を講じる方針を採った。この国の路線が被災地にもたらす作用について，もっとも甚大な被害を受けたグループに属する南阿蘇村と西原村の事例に即して吟味する。\n考察に当たっては，社会経済的な機能回復および住民向けのスムーズな災害対応と災害関連の予算を獲得する組織的な行動の切り分けと重なり合いに１つの焦点を据える。これは現時点で利用できる確定財政データが少なく，補正予算の編成を含めた予算段階でのデータを分析せざるをえない制約の反映でもある。\nところで，クライシス・マネジメントに絞りこんだ分析にあっては，被災し先の見えない住民の動きや被災地域に注がれる外部社会の関心は視野に入ってこない。しかるに，これらの要素と復旧・復興事業の絡み合い方にこそ中長期に及ぶ復旧・復興事業の効果を左右するカギがある。その観点から南阿蘇村の事例を中心にして，外部社会と協力する事業（移住希望者の受け入れ，野焼きサポート団体の活動）および長野地区における神楽保存活動を検討する。","subitem_description_type":"Other"}]},"item_7_full_name_2":{"attribute_name":"著者よみ","attribute_value_mlt":[{"nameIdentifiers":[{}],"names":[{"name":"ヤマダ,
