At the time, the Amami Island constituency was the only single seat in the House of Representatives, the rest being multiple-seat constituencies.\nThe stage for the feud, the Amami Islands, with a population then of 150,000 (120,000 today) and 1250km² in size, is a disadvantaged region, having had a difficult past, oppressively taxed by the Satsuma Domain and imposed under American occupation for seven years after the end of WWII and geographically lying in the typhoon alley between Okinawa and the Japanese mainland, with limited agricultural and industrial output as well as poor transportation and social infrastucture.\nIt was in this region that the Yasu-Toku feud waged, but many newspapers, weeklies, magazines and television stations took up the story. In particular, Tokuda became the focal point for a time and more 30 books were published, some self-authored, about him. All were by journalists and episodic, not centering on the feud with Yasuoka.\nAs for academic work, there is an article in Soma Masao's book about Japan's general election in 1983. Soma conducted many local interviews and considered from a political perspective. However the 1983 election was only the first of the three election battles undertaken by the pair.\nThe first section of this paper, the lead up to the feud, provides an overview of the political trends from the election immediately after the return to Japanese sovereignty of the Amami Islands, the formation and collapse of the confrontation and the period when Yasuoka Okiharu’s strength was built.\nThe second section looks at the growth of a long-awaited rivalry, following the different maneuvers for candidate support focused on the so-called losing side that came together to depose Yasuoka.\nThe final section, the emergence of Tokuda, describes how Tokuda Torao, who was advancing healthcare reform nationally, came to the candidacy in his hometown Amami Islands constituency with the resolution to destroy healthcare business.","subitem_description_type":"Other"},{"subitem_description":"本稿の目的は,奄美群島において繰り広げられた,熾烈な政治闘争「保徳戦争」がなぜ起こったかについて,①戦後奄美政治の動きから捉えることはできないのか,②二人の間の対立軸は何であったのか,この2点の顕彰を通じて明らかにすることである。\n保徳戦争とは,1981(昭和56)年から1993(平成5)年までの間,衆議院議員選挙奄美群島区において,当時現職でありかつ田中ロッキード事件の弁護人として活躍していた現職衆議院議員保岡興治と,日本の医療改革の旗手として脚光を浴びていた特定医療法人徳洲会理事長徳田虎雄との間で争われた3回に渡る国政選挙をさす。当時は衆議院議員選挙が中選挙区制であった日本の選挙制度の中で,奄美群島区だけは唯一の小選挙区であった。\n保徳戦争の舞台となった奄美群島は,その当時人口15万人(現在12万人),面積1250㎢の規模で,過去には島津藩の苛斂誅求を受け,戦後の約7 年間は米軍の支配下にあって苦難の道を歩み,地理的には日本本土と沖縄との谷間に位置し,台風常襲地帯なるが故に,市場出荷できる農作物も限定されており,概して産業も乏しく,交通事情をはじめ諸々の社会基盤が劣悪など様々なハンディキャップを背負った地域である。\nこのような地域で保徳戦争は繰り広げられたが,この争いを取り上げた新聞,週刊誌,雑誌,テレビは数多い。特に徳田は一時期“時の人”でもあり,当人自ら著したものを含めその出版物は30冊以上発行されている。いずれもジャーナリストによるものであり,エピソード中心で,保徳戦争をメインテーマにはしていない。\n学術論文としては,杣正夫編著『日本の総選挙1983年』に収められている論稿がある。現地取材も綿密に行い,政治学的見地から考察を行っている。だが,この本のタイトルにあるように3回の戦いのうち,
