 note = {本研究ではベトナム・カオバン省のサトウキビ産業を調査し，同産業が直面する課題と解決策について検討した。サトウキビは農家の収入を増やし貧困から脱却させ，地場産業を振興する上で重要な役割を果たしている。とくに地理的条件が厳しいカオバン省では，サトウキビは経済的目的のみならず，地域の振興や国土保全にとっても重要な作物である。しかしこの地域は機械化の難しさ，灌漑用水の不足，農家の零細な経営規模など，さまざまな問題を抱えている。また世界的な砂糖価格の低迷，輸入砂糖との競争の激化などが地域のサトウキビ産業に脅威を与えている。そのためカオバン省のサトウキビ産業を維持するためには，原料サトウキビのコストを削減し，砂糖の価格競争力を高める必要がある。サトウキビ産業の成否は地域経済に大きな影響を与えるため，中央政府やカオバン省政府が適切な政策措置を講じるだけでなく，農民やその製糖工場の創意工夫と経営努力が求められている。, In this study, we investigated the sugarcane industry in Cao Bang Province, Vietnam, and examined the problems and solutions facing the industry. Sugarcane plays an important role in increasing farmers' incomes, getting rid of poverty and promoting local industries. Especially in Cao Bang Province, where geographical conditions are severe, sugarcane is an important crop not only for economic purposes but also for regional promotion and national land conservation. However, this area has various problems such as difficulty in mechanization, lack of irrigation water, and small scale of farm management. In addition, sluggish global sugar prices and intensifying competition with imported sugar pose a threat to the local sugarcane industry. Therefore, in order to maintain the sugar cane industry in Cao Bang Province, it is necessary to reduce the cost of raw sugar cane and increase the price competitiveness of sugar. Since the success or failure of the sugar cane industry has a great impact on the local economy, not only the central government and the Cao Bang provincial government must take appropriate policy measures, but also the ingenuity and management efforts of farmers and the sugar factory are required.},
