This system is intended to utilize independent administrative agencies, which had been institutionalized in advance, as the establishers of national universities.\n　In Japan's education system, including universities, schools have traditionally been established by establishers as corporations, and schools themselves have not been given juridical personalities. A National University Corporation is not a university itself, but a corporation for establishing the university with a juridical personality.\n　The National University Corporation system has been fraught with problems since its inception, and many issues have been pointed out during its actual operation.
