Under these circumstances, the national government and local governments promote migration and create an environment where foreigners can play an active role. This paper aims to explain the current situation regarding foreign workers and show the future perspectives in which foreigners and Japanese islanders can come up with positive co-creation for the development of local society and economy. This study takes Okinoerabu Island in Kagoshima Prefecture as an example.
