In May 1902, Dewey was erected the Director of the University of Chicago School of Education. At the same time, the Department of Education, which he had served as head professor, was merged into the School of Education, so that there arose some problems for him to reorganize the School. At first, he had to constitute the new curriculum for professional teacher training. Until then, the curriculum of the School had been for training only elementary school teachers, because the School had been just a two-year normal school, which admitted the persons who completed four-year high school education. On the other hand, the Department of Education had engaged in training secondary or normal school teachers for the University students. The new School of Education, both Dewey and President Harper of the University thought, should become a professional school of the University in reality as well as in name to train not only elementary school teachers but also secondary or normal school teachers, principals, superintendents, and other special kinds of teachers. From the beginning of the year 1902-1903, the School had become a four-year institute corresponding to the Senior College of the University. Secondly, there was a troublesome situation which disturbed the plan to carry out the University High School from the unification of the two existent secondary schools, namely the South Side Academy and the Chicago Manual Training School, into the new building of the School. The former school was a college preparatory school, while the latter was a secondary technological school. Dewey envisioned that the University High School should be an experimental school which worked out a new type of secondary education to integrate the traditional academic curriculum with the technological or industrial training. Also, it should serve the teacher training for more populist type of high school in democratic society. However, the Dewey's purpose was too idealistic to be accepted by the faculties of those two secondary schools. Third, there was one more troublesome situation about the merger of the two elementary schools, namely the Laboratory School and the University Elementary School. The former had been under Dewey's directorship, while the latter had been the practice school of the School of Education and substantially the model school of Francis Parker's educational doctrines. When Dewey decided the merger, he also proposed the dismissal of some members of the University Elementary School and the reducing of the teachers' salaries. In addition, he intended to make his wife Alice Dewey the principal of the new Elementary School.
