The sister-city system in Japan started in 1955, and since then many Japanese local governments have established sister-city relationships with cities abroad, but detailed investigations into those governments' contribution to maintaining and developing the exchange systems have hardly been conducted. 'Key person' in this study refers to a central figure who plays an important role in sister-city exchange. This paper takes up the sister-city relationship between Ichikikushikino, in Kagoshima Prefecture, Japan and Salinas, in California, United States, which has cultivated a long-standing friendship between the two cities, based on the historical background of the emigration of Japanese people to California. The exchange of both cities has been conducted in a friendly way since 1979. The paper considers Zen-Ichiro Uchida as a key person who contributed to developing the sister city relationship between Ichikikushikino and Salinas.
