The first chapter compares the fundamental principles for Official Development Assistance established in 2003 with one in 1993 and identifies the importance of public participation to develop infrastructures. Secondly, the author examines PCM-I, which incorporates PMBOK into PCM (Project Cycle Management), which is one of the most popular planning and monitoring method with concept of public participation, and identifies that PCM-I is not sufficient to implement projects on public participation points of view, and emphasizes the necessity of Social Capital for managing projects with public people.
