| 内容記述 | 本稿では,廃家電製品や廃自動車などの使用済み耐久消費財の処理において,廃棄物を廃棄する際に処理料金等を消費者から徴収するようなシステムであるDisposal Fee(DF)政策と家電製品を購入する際に処理料金等を消費者から徴収するようなシステムであるAdvance Disposal Fee(ADF)政策のどちらが望ましいのかを検証している｡また,使用済み耐久消費財の処理事業者の所有形態の違い,すなわち,処理事業者が社会厚生を最大化する公営処理業者の場合と利潤を最大化する民営処理業者の場合の2ケースを考え,それぞれのケースの下での望ましいDF政策とADF政策について考察を行った｡分析の結果は以下の通りである｡完全公営化の場合, DF政策の下では, 処理料金を処理費用に等しく設定することでファースト・ベストを達成することができるが, ADF政策の下では, 国内で処理される廃車台数と処理料金を徴収できる廃車台数が異なることによる非効率性が生じているためファースト・ベストを達成することはできない｡したがって, DF政策の方がADF政策よりも望ましい｡一方, 完全民営化の場合, 独占の非効率性がADF政策およびDF政策ともに生じるため,ファースト・ベストを達成することはできないが, もし中古車価格と処理費用が十分小さいときには, DF政策の下での処理料金はADF政策の下でのそれより大きくなるため, 独占の非効率性に関してDF政策の方がADF政策より大きくなる可能性がある｡したがって, このとき, ADF政策の方がDF政策よりも望ましくなり, 先行研究であるShinkuma(2007)とは異なった結論を導き出している｡ | |||||

| 内容記述 | This paper analyzes which policy of a disposal fee (DF) and an advance disposal fee (ADF) is better in the processing of used durable goods such as the consumer electronic products and the cars. DF is a system that collects the disposal fee from the consumer when he takes out the waste. ADF is a system that collects it from the consumer when he buys the products. In addition, this paper compares DF with ADF under the two different ownership forms of processing sector in the used durable goods. One is the ownership form that the processing sector is a public firm that maximizes a social welfare, and another one is the ownership form that he is a private firm that maximizes own profit. The result of analysis is as follows. In the case that the processing sector is a public firm, DF can achieve a first best, on the other hand, ADF can not. Therefore, DF dominates ADF in this case. In the case that the processing sector is a private firm, both DF and ADF cannot achieve the first best. However, if the price of used durable goods and the disposal cost are small enough, ADF dominates DF. |
