| 内容記述 | 本論文では、わが国のさとうきび作と製糖業を支える砂糖の価格調整制度の枠組みと実態について整理・検証するとともに、調整金収支の赤字の問題と砂糖の自由貿易化に関するこの制度の限界について述べる。またさとうきび・砂糖をめぐる制度の今後の展望についても言及した。砂糖の価格調整は本来、国内外の様々な変化に対応できる仕組みになっているが、砂糖需要の減少の中で調整金単価の引き上げが容易にできない状況にある。これが調整金収支赤字の根本的な原因であり、今日の高齢化・人口減少に対応できないこの制度の構造的な問題である。また砂糖の自由貿易化が進めばこの制度の維持は困難になるため、新たな精度によるさとうきび作・製糖業の支援方法の検討も必要になりつつある。 | |||||

| 内容記述 | This paper discusses the payments deficit, limitations and effects of the trade liberalization in the Sugar Price Adjustment Programs in Japan. Because Sugarcane farmers and the sugar based industries in Japn lack international competitiveness, they are protected by the Sugar Price Adjustment Programs. And the programs are types of burden on consumers. The programs can adapt to the changes both domestically and internationally. However, the government is becoming impossible to increase in sugar surcharges due to the decrease in the demand for sugar. This is one of the causes of the payments deficit in the programs and is a structural problem. If the sugar trade liberalization proceeds, it will be difficult to maitain the programs. It's increasingly imperative taht we consider new ways in which to support the production programs of sugarcane and sugar. | |||||
