"「社会問題の構築主義」とはブルーマーの論考に端を発し，スペクターとキツセを嚆矢とする社会問題に関する集合行動論的アプローチである。同アプローチの目的は社会問題の生成過程を分析する作業を通じて，そうした活動の連鎖をもつ社会の仕組みと特徴を解き明かそうとするものである。\n同アプローチの分析手続きでは，社会問題過程（自然史モデル）の最初期に「クレイム申し立て」が位置付けられている。しかし，この前提は公民権やジェンダー問題など各種異議申し立てが噴出していた1970年代までのアメリカの状況を反映したものである。アメリカにおける社会問題の構築過程とは異なり，我が国においては，明確な形として「クレイム申し立て」が行われないまま，社会問題過程が進行していくケースが想定される。ゆえに，我が国の社会問題を「社会問題の構築主義」に準拠して取り扱う上では，社会問題過程における「クレイム申し立て」について改めて検討する必要性がある。\n以上を踏まえ，本稿では地域社会の開発をめぐる社会運動という文脈を研究領域とし，どのように「クレイム申し立て」が「発生」したか，その態様を分析した。1969年に操業を開始した鹿児島県喜入町の喜入石油備蓄基地を対象とした開発推進と開発反対をめぐる事例からは，（1）「再帰的な対抗クレイム」，（2）「クレイム申し立て」の「発生」を可能にする社会的状況，（3）「クレイム申し立て」以後の受容において，ワンサイドゲームから，論争・対立を経ずに，開発反対という逆のワンサイドゲームへ転じる状況という，既存の自然史モデルにおいて定置されていない，我が国固有の社会問題過程の状況を認めた。そのうえで，以上の特徴に導かれる「社会的背景」というプロセスを踏まえた修正版・自然史モデルについて提示した。",
