| 内容記述 | This study aimed to propose that a new global tariff (the Safety Tariff) should be introduced to respond to global risks such as pandemics. The Safety Tariff is a new tariff on medical products and personal protective equipment and imported intermediate goods necessary for their production, and governments must import these goods by funding its tariff revenue. The analysis confirms that the Safety Tariff is a measure that can mitigate the decrease in consumption of personal protective equipment in the event of a pandemic through the “production growth effect” and “government inventory growth effect.” |
