Since local government officials have a great deal of discretion in the administration of public assistance, inconsistencies in the interpretation of the system with the national and prefectural governments often occur. In this paper, we focus on Beppu municipal government\u0027s on-site investigation of amusement facilities as an example of a local government conducting administrative activities that differ from the national government\u0027s view. Beppu City in Oita Prefecture has been conducting on-site investigations of pachinko and bicycle racing facilities for welfare recipients. However, the government pointed out that this administrative activity was inappropriate. As a result, the municipal government was forced to change its existing policy. Before the decentralization reform, the national government controlled the system to adjust the inconsistency of system interpretation between national and local governments. However, after the decentralization reform, it is said that the national government no longer has direct control over local governments due to the abolition of the institutional delegated administration system and notification administration, and the relationship between the national government and local governments has also changed. So how do reconcile any inconsistencies that arise in the interpretation of the system between local and national governments? This paper examines how the national government, prefectures, and municipalities have come to reconcile the inconsistencies in their interpretations of the system since the decentralization reform, and what problems have arisen. Before the decentralization reform, the national government coordinated the interpretation of the system through control. However, even though the relationship between the national government, prefectures, and municipalities has recently changed to one of equality and cooperation, the prefectures and municipalities are still trying to achieve consistency by conforming to the national government\u0027s interpretation of the system. The case of Beppu reveals that local governments have a dilemma not only with the national government but also with local residents due to the existence of a form of control by the national government after the decentralization reform.\n地方自治体は国の方針と異なる対応をすることがある。生活保護行政においては地方自治体職員の裁量が大きいことから，国や県との間で制度解釈に不整合が生じることが多い。本稿では，国の見解と異なる行政活動を地方自治体が実施した事例として，別府市の遊技場立入調査に着目する。　大分県別府市では生活保護受給者に対して，パチンコや競輪場といった遊技場立入調査を行っていた。しかし，この行政活動が不適切であると，国から指摘があった。そのため，別府市は従来の方針の変更を迫られることになった。　地方分権改革以前は国がコントロールすることによって，国と自治体間で生じる制度解釈の不整合を調整していた。しかし，地方分権改革後は，機関委任事務制度や通達行政の廃止によって，国から自治体への直接的なコントロールはできなくなったとされており，国と自治体の関係性も変化したとされている。では，地方自治体と国との間で制度解釈に不整合が生じた場合，どのように調整するのだろうか。　本稿では以上の問題関心から，地方分権改革以後の制度の解釈をめぐって，国と県及び市町村が制度解釈の不整合をどのように調整するようになったのか，そこには，どのような問題が孕まれているのかを検討する。地方分権改革以前は，国がコントロールにより制度解釈の調整を行った。しかし，国と県及び市町村の関係性が対等・協力関係に変化したとされている昨今においても，国の制度解釈に県と市が合わせることで整合性を図っている。本稿で取り上げる別府市の事例から，地方分権改革以後の国による形を変えたコントロールが存在することにより，地方自治体は国だけではなく，地域住民との間にもジレンマを有することを明らかにする。",
