The target of environmental education is that participants can voluntarily judge environmental problems, and become able to act on them. However, there is individual variation in the educative effect because the sense of values concerning the environment is different depending on the individual. In the present study, the \"primal scene\" was taken up as a formation factor of the sense of values concerning the environment. A survey of 89 people, including university students, was carried out, and the formation process and the influence of the individual\u0027s primal scene were　examined. From the results of the survey, it was clarified that the primal scene that formed the sense of values concerning environment is related to pro-environment behavior. An environmental education program to contribute to the formation of the primal scene was examined.  Significant results were as follows: (1) The primal scene of a person who grew up in a rich natural environment is mostly everyday space. (2) The formation time of the primal scene occurs mainly in two periods: at elementary school age and during university. (3) At elementary school age everyday space becomes the primal scene and non-everyday space during university.
