In Part II, it is concluded that the layer of hydrodynamically smooth flow, surmounted with the hydrodynamically rough flow of land origin, exsists always near by the sea surface, and that the thickness (h) of the lower layer of smooth flow can be expressed by a rough empirical formula of h≒a√t, where t is progressive time (ratio of fetch and wind speed at 400cm height) and a is a constant depending upon stability condition, i.e. a=3.1 (under stable condition)~20.0 (under strong instability).
