| 内容記述 | The purpose of this paper is to show the effects of municipal mergers upon international exchange of small local governments through the consideration of specific examples from the aspect of local communities. In Japan, the Heisei municipal merger started in 1999, and the number of cities, towns, and villages was greatly decreased by 2010. However, detailed investigations focusing on the present situation and issues upon the international exchange activities of small local governments from the perspective of the municipal merger have rarely been conducted. Therefore, this research paper focuses on two non-renewed friendship city agreements of merged small local governments in Kagoshima prefecture as the subject to introduce such local governments’ international exchange activities, incorporated before and after, and analyze them based on three criteria: key persons, organizations, and empowerment. In the research, qualitative analyses were mainly employed. The results indicate that the three criteria were not evident before the merger. Therefore, their friendship city agreements were not renewed. Moreover, the effects of the municipal merger on the community are as follows: (1) exchange activities in the area lost; (2) information sharing declined; (3) tendency towards insularity. The present results suggest that the international exchange of small local governments are effective in local revitalization. | |||||

| 内容記述 | 本稿の目的は，旧小規模自治体が合併前に独自に取り組んでいた国際交流事業は合併によりどのような影響を受け，合併後どのような変化や課題に直面したのか，地域社会の観点から具体的な事例を通して考察し，自治体における国際交流の意義づけを明確にすることである。市町村の規模・能力の充実と行財政基盤の強化を目指して行われた平成の大合併では，村と町の数が激減し自治体の枠組みは大きく変化した。しかし，合併により周縁部となった旧小規模自治体の，合併後を検証する研究はそれほど進んでいるとはいえない。なかでも，これまで多くの自治体が取り組んできた国際交流事業を，合併前・合併後の連続性から具体的に検討した研究は極めて少ない。本稿では，文鹿児島県内合併自治体に焦点をあて，合併直前まで友好都市交流事業が実施され合併を機に交流が終了となった旧桜島町とリポン市（米国），事実上の解消となった旧宮之城町と安吉県（中国）の２つの国際交流事業を事例として取り上げ検討した。２つの友好都市提携の背景や交流の経緯，合併後の当該地域における国際交流の現状と課題について，関連資料，現地調査，交流に関与した担い手への半構造化インタビュー調査の結果を整理・分析し，考察した。筆者のこれまでの国際交流に関する研究から得られた知見，すなわち交流の発展過程の動的構成要素として捉えられるキーパーソン，中間的な団体や組織，エンパワーメントを分析のキーワードとし，友好都市提携が継続されなかった原因を検証した。２つの事例の合併パターンは異なるが，合併後，当該地域では国際交流は行われておらず，地域住民の社会的接触，地域発信力の低下が共通の現象としてみられ，合併後の旧小規模自治体が抱える課題が浮き彫りになった。考察を踏まえ，国際交流は地域の独自性，自治を維持する政策課題の一つとして，また地域社会にイノベーションを引き起すための道具として有効性があることを示唆した。 | |||||
