This paper aims to discuss　the availability of the national forest，Yūyū No Mori，as a new form of school forest. According to the agreement covering national forests Yūyū No Mori，with its environmental education objective，is a type of recreational forest. As part of this agreement，instead of abandoning all profits from the forest，they gain flexibility for their activities. In addition national forest staff provide support for any activity and promote educational use in both securing study areas and organising activties. Examples reviewed of utilization of the scheme include those of Yashima Higashi elementary school and the nonprofit organization，Himuka Satoyama Shizenjuku. In particular，concerning the question of continued use of school forests，this scheme\u0027s prerequisite of having links with an external body is extremely valid. To expand the use of Yūyū no Mori as an educational forest in the future it cannot be left just to the efforts of schools and national forest staff; regulation by the national forest authorities in "森林教育の場としての新たな学校林利用の促進が求められている。本稿では，学校林の新たな形態としての国有林の「遊々の森」制度について検討した。遊々の森は森林環境教育利用を目的として，国有林内に協定により設置される「レクリエーションの森」の一種である。その制度的特徴として，協定対象者は森林からの収益を放棄する代わりに，活動の自由度が高いという点にある。これは国有林における規制緩和の一種に位置づけることができるが，他の諸制度と比較して協定制度による自由度確保が確認された。また，国有林職員が活動支援に取り組むことも規定されており，フィールド確保と活動実施の両面で学校林としての利用を促進できる可能性がある。活動実施事例として，高松市立屋島東小学校， NPO法人ひむか里山自然塾との協定締結事例を検討したが，それぞれに制度の特長を活かした活動の展開が認められた。特に，学校林の課題である活動継続について，外部主体との連係を前提とした本制度の有効性は高い。今後の課題として，新たな学校林利用としての遊々の森制度の拡大のためには，学校や国有林職員だけの努力に依存するのではなく，地域住民との連携を含めた国有林当局の調整能力が必要となる。",
